Dr. Latifa Nasibova
Latifa Nasibova is a senior higher education professional with more than 10 years of experience in academic management, international cooperation, innovation strategy, and institutional development.
Her career spans public universities and international education projects, with a focus on program development, partnerships, and organisational transformation.
She currently serves as Advisor for Innovation at Baku Engineering University, where she contributes to innovation strategy, education technology integration, and international partnerships.
Previously, she held the position of Acting Director of the French-Azerbaijani University (UFAZ), where she was responsible for academic operations, strategic planning, budgeting, admissions coordination, and the management of international partnerships.
She also served as Advisor to the Rector for Internationalisation at Azerbaijan State Oil and Industry University (ASOIU), Head of Educational Projects at UFAZ, and Head of the Career Center at UFAZ.
Earlier in her career, she worked as International Partnership Manager at Aikon Construction. Her expertise includes academic program management, international partnerships, innovation-driven education projects, and strategic coordination.
Dr. Nabil El Kadhi
Dr. Nabil EL KADHI is the Vice President of Academic Affairs and Development at Applied Science University (Bahrain). He has more than 25 years of experience in academia and over 15 years in the management of higher education institutions, with exposure to European and Middle East and North Africa academic systems.
He assumed positions ranging from Project Manager and Department Head to Lab Director, Master Programs Director, Dean, Provost, Deputy Vice-Chancellor for Academic Affairs, Vice Chancellor, and President, contributing significantly to institutional excellence and applied research projects.
His research and innovation work focuses on Data and Cloud Security and Privacy, Smart Cities and Internet of Things, Digital Transformation and Artificial Intelligence, Secure Payment systems, Smart Cards, and Cloud-based applications.
Dr. EL KADHI is a recognized futurist in education and innovation and was selected among the 50 most Impactful International Leaders in Smart Cities and Smart Applications. He served as President or Vice-President of several think tanks and associations including Smart Cities Council, Future University, and the Tunisian Association of Future Foresight.
He contributed to the design and revision of graduate and postgraduate curricula in France, Bahrain, Oman, Iraq, Tunisia, and the UAE. Since 2006, his focus has been on institutional strategies, research, curricula development, and quality assurance in higher education.
Dr. EL KADHI is an ABET Program Evaluator and external reviewer for OAAA (Oman) and NCAAA (Saudi Arabia), and has served as an external consultant to several international universities.
He holds a PhD in Computer Science and Information Technology earned jointly from FST Tunisia and France at the INRIA Lab. He has more than 60 international publications indexed by ACM, IEEE, DBLP, and others, and regularly serves as reviewer, keynote speaker, and conference chair.
His expertise includes Quality Assurance in Higher Education, Smart Cities Security, Cloud Security, Cryptology, Instruction and Assessment, and Digital Transformation. He is also an entrepreneur and innovator, contributing to the establishment of consultancy firms such as KnK Partner in France.
Dr. Oualid Ali
Co-Founder & Chief Technology Officer (CTO) – AI Enhancement, E3
Dr. Oualid Ali is a Co-Founder of E3 (Elite Executive Excellence) and serves as its Chief Technology Officer, leading the design and integration of advanced AI-driven learning, innovation, and decision-support systems across E3’s elite education and executive programs.
He holds a PhD and MSc in Computer Science from Laval University (Canada) and brings over 20 years of international experience spanning higher education, executive training, consulting, and large-scale digital transformation initiatives across Europe, North America, and the GCC region.
At E3, Dr. Ali is responsible for embedding AI-enhanced learning architectures into executive education programs, designing human-centered AI applications for leadership and innovation, and leading the roadmap for Generative AI, data-driven personalization, and intelligent learning ecosystems.
His work ensures ethical, scalable, and future-ready AI deployment aligned with global best practices. Previously, he served as Director of Training and Consultancy and held multiple senior academic and administrative roles.
He has designed and delivered over 300 programs and courses covering Artificial Intelligence, Generative AI, Data Science, Smart Cities, Digital Transformation, and Strategic Management, combining deep technical expertise with executive-level impact.
A globally recognized thought leader, Dr. Ali has been a keynote speaker at more than 150 international events across 38 countries, including engagements supported by the United Nations and NVIDIA.
With mastery of more than 200 technical and analytical tools, Dr. Ali represents the technological backbone of E3, ensuring its elite learning experiences are visionary, robust, and globally competitive.
